The Florida Council on Compulsive Gambling (FCCG), a non-for-profit educational and advocacy corporation under contract with Florida state government, is seeking to contract with a Certified Public Accountant with non-profit experience to oversee the Accounting Department and related functions on a part-time/subcontract basis (approx. 16-24 minimum hours of service per week, or as needed if additional hours are required), for a period of one year. Services provided and financial statements prepared are in accordance with accounting standards generally accepted in the United States of America and issued by the Governmental Accounting Standards Board (GASB).
Ideal candidate will be self-employed or working with an accounting firm that has experience operating in a unique environment with complicated and ever-evolving regulatory requirements, will be a self-starter, attentive to detail, demonstrate a cooperative working style, and have supervisory experience. In addition to the preparation of schedules for submission to funding sources, this CPA will furnish reconciliation supports, budgeting, payroll, schedules and other work as requested. Additionally, the CPA will provide management with ongoing advice and guidance to ensure the organizations accountability and financial stability, as well as compliance with contractual deliverables.
Service Description and Responsibilities
Primary responsibility of all agency finances and all other aspects of financial operation, including bookkeeping and payroll related procedures (e.g. accounts payable and receivable, deposit preparation, bank reconciliation, financial reports).
Develops annual budget for state contract and treatment program, and assures compliance with requirements of all associated contracts as well as performance based objectives and deliverables.
Devises grant documents and assures contract compliance for all monies received or sought, including preparation of comprehensive monthly, quarterly, and annual financial reports as needed for funding sources and/or the FCCG Board of Directors.
Prepares monthly bank reconciliations and provides associated and routine reports to Executive Director regarding agency cash flows.
Develops and assures adherence to all internal agency controls, including but not limited to programs, travel, equipment, and inventory, shipping/receiving, supplies, etc., and provides oversight in procurement of all related vendor quotes.
Primary responsibility as liaison with Plan Administrator for Agency retirement plan and completion of all associated plan duties including preparation of annual plan reports, tax return needs, and exploration and recommendations related to investment opportunities, plan insurances, and related bonds, etc. to Executive Director.
Prepares and assures timely agency filings in all areas, including monthly and annual financial reports to local and state government, funding sources, and other required entities, as well as tax returns, corporate filings, insurance audits and renewals.
Serves as the primary contact for the agency’s independent Audit firm for any related audit or tax return preparation materials. (*Note: Audit prepared in accordance with the Florida Single Audit Act.)
Current CPA license
Curriculum vitae documenting expertise with non-profits, including list of relevant clients served within past three years
Management experience as supervision of financial personnel is a requirement
Strong working ability with Microsoft Office and accounting software (Fund EZ a +)

The Florida Council on Compulsive Gambling, Inc. (FCCG) is a not-for-profit 501(c)(3) educational and advocacy organization that increases public awareness regarding the risks and consequences associated with gambling, provides assistance to problem gamblers, their families and others adversely affected, and advocates for programs, services and other supports pending population-specific needs.
As the statewide clearinghouse for information, assistance and referrals, under contract with Florida state government, the FCCG operates the 24-hour confidential and multilingual Problem Gambling HelpLine, 888-ADMIT-IT, furnishes information, treatment resources, legal, financial and other supports to problem gamblers and loved ones, and provides training and related services to professionals and others who serve this population. The FCCG also operates a treatment program and provides free counseling services by certified professionals to Florida residents who are experiencing problems due to their own or a loved one’s gambling.
The FCCG is a drug-free workplace and pre-employment drug testing is mandatory.
