Rural Development Partners seeks a Chief Executive Officer. Rural Development Partners (RDP) is a rural Community Development Entity (CDE) RDP’s vision is a vibrant rural economy providing employment and wealth creation opportunities for the residents of low-income and financially distressed rural communities.
RDP has been successful in securing New Market Tax Credit (NMTC) authority from the Community Development Financial Institution Fund of the U. S. Treasury. RDP has secured allocation authority totaling $466.7 Million in NMTCs and invested in over 20 projects located in Rural America.
RDP has utilized its tax credit allocations to attract capital on very favorable terms to a variety of rural businesses all located in eligible economically distressed, rural areas.
The Chief Executive Officer leads the Rural Development Partners New Markets Tax Credit team in all day to day activities including: the application process, the identification of eligible loans/investments, analyzes and closes complex financial transactions for rural projects located across the nation. These projects will promote economic progress and create and preserve jobs, with the purpose of improving the quality of life within highly distressed, low-income rural communities.

This position manages all other RDP employees and reports to the Board of Directors.
Responsibilities: • Responsible for deal solicitation, screening, transaction due diligence, writing of loan/investment memoranda and other documents, financial analysis, spreadsheet modeling, New Markets Tax Credit compliance testing, legal documentation review and closing the transactions. • Recruits, manages, and supervises all other RDP employees. • Manages day-to-day aspects of deal structuring and closing, including organizing and leading conference calls and meetings. • Manages day-to-day aspects of project pipeline origination, solicitation, and screening process. • Interacts with project sponsors, capital providers, accountants and lawyers to explain and negotiate specific deal points. Building strong working relationships with business professionals within the industry. • Builds and maintains an up-to-date in-depth technical knowledge of the New Markets Tax Credit regulations and deal structuring process. Acts as a resource of technical expertise to company colleagues and stakeholders in transactions. • Provides input and support as required in all aspects of design, documentation and implementation of the loan/investment process. • Researches and makes recommendations for additional services and products that can be provided by RDP leveraging the core competencies of the organization. • Other related duties as assigned.
Qualifications • Bachelor’s degree required and at least 10 years of experience in accounting, finance or lending (commercial lending bank experience is preferred). Preferred master’s degree in business or CFA designation and 10 years experience in a transactional or analytical environment. • Supervisory experience required. • Must be highly motivated, be able to work independently and possess strong analytical, written and verbal communications. • Ability to interface with clients, investors, board members and leaders in the field building strong working relationships. • Experience reading legal documents and financial statements. • Needs strong organizational skills, attention to detail and ability to coordinate complex activities, prioritize demands and deadlines. • Ability to work in a team environment, push projects forward and make decisions independently. • New Market Tax Credit experience is preferred. • Rural economic development experience is preferred.
Additional Salary Information: Compensation
A competitive salary is offered. The position is currently located in Mason City, IA but the Company is open to relocating the business office to the greater Ames/Des Moines, IA area. The position requires travel to conferences, customer visits to project locations, processing facilities and construction sites.
RDP is a unique CDE (a “community development entity” certified by the CDFI Fund). It has a national service territory. The focus of RDP is on operating businesses that create significant, high quality jobs that are accessible to Low-Income Persons (LIP) or residents of Low-Income Communities in rural, highly distressed areas. Preference will be given to manufacturing, distribution and processing... businesses as well as businesses that serve rural food deserts with fresh and healthy foods.
RDP has deep roots in rural agriculture that extend across the country. It is owned predominantly by Ag Ventures Alliance, a farmer-owned business development organization with over 435 members. The RDP Board has a wealth of agricultural business, agricultural finance and NMTC program experience. The Board has assembled an impressive Advisory Board representing organizations from across the nation that serve rural, low-income communities and have first-hand experience with the NMTC program. The staff and service providers retained to run the day-to-day operations of RDP have a wealth of business development and finance experience, and have led the introduction of the NMTC program into the agricultural sector.
Because of the strength of the team it has organized and its dedication to rural, low-income communities, RDP has been extremely successful in securing NMTC awards from the federal government. In an environment where the vast majority of applicants have had their applications denied, RDP has secured an allocation of tax credits in 7 applications… now totaling $466.7M in NMTCs.
RDP has utilized its tax credit allocations to attract capital on very favorable terms to a variety of rural businesses including forestry operations in the states of Washington, Maine and Louisiana, a value-added dairy processing facility in Minnesota, strategic grain storage facilities in South Dakota and a unique corn processing facility in Iowa… all in economically distressed, rural areas.
NMTC management fees received by RDP that exceed the cost of operating RDP are provided to its owners, Ag Ventures Alliance and Ag Ventures Development, to be used by these organizations to fund entrepreneurial agricultural business development activities.
